Douglas County covers the Umpqua River basin from the Cascades to the Pacific, with Roseburg as the county seat. It is Oregon's 16th Judicial District, served by one Circuit Court at the 1929 Douglas County Courthouse on SE Douglas Avenue in Roseburg. As everywhere in Oregon, that single court keeps the case file for felonies, misdemeanors, divorces, civil suits, probate, and guardianships, so there is no separate district or county clerk for court records.

The court provides two public terminals in the courthouse lobby (Room 201) where most case information and filed documents can be viewed at no charge, which makes an in-person visit the fastest way to read a file. Copies are ordered through the Oregon Judicial Department's statewide online Records Request Form, and the court posts a detailed fee list covering paper, electronic, microfilm, and audio copies. Requests are processed in the order received; staff will notify you if a request will take more than ten working days.

Because the county is large and rural, Douglas County still operates two county-funded Justice Courts, in Canyonville and Reedsport, which handle traffic and other violations, misdemeanors, small claims and civil suits up to $10,000, and evictions in the outlying areas. Those courts and the municipal courts in Roseburg and other cities keep their own records outside the state system.

What is available online

Douglas County Circuit Court cases are in the free statewide OJD Online Records Search, which shows basic case information and calendars but excludes adoption, juvenile, mental-health, and VAWA-protected cases. Filed documents are not available online to the public but can be viewed on the two public terminals in the courthouse lobby, Room 201; state and federal law require some information to be protected even there. The full register of actions is available to OJCIN Online subscribers. Some older records exist only on microfilm and carry a separate per-page fee when emailed. Justice Court and municipal court cases are kept by those courts and are not in any state system.

Which clerk has your record

In Oregon, the clerk who keeps a file depends on which court heard the case. Check the court name on the case notice, citation, or order, then use the office and coverage details above to identify the record holder. Court names and responsibilities differ by state; a county clerk may not keep court case files. For federal cases, see the PACER guide. The full court structure is on the Oregon page.
