Ramsey County, home to Saint Paul, is served by the Second Judicial District, and like every Minnesota county it keeps all trial-court case types — civil, criminal, family, probate, housing, and juvenile — in one office, the District Court Administrator. What makes Ramsey County distinctive is how many separate phone lines and locations that single office is split across: civil, criminal, family, housing, probate, juvenile, and the suburban court each have their own case-related number, and cases carry a prefix (62-CV for civil, 62-CR for criminal, 62-FA for family, and so on) that tells you which division has the file.

The main courthouse is the historic Ramsey County Courthouse at 15 W. Kellogg Blvd. in downtown Saint Paul, but several case types are handled at other addresses: the Juvenile and Family Justice Center on West 7th Street, civil commitment matters on University Avenue, and non-felony criminal and traffic cases from outside Saint Paul at the Suburban Court in Maplewood.

Records requests for closed or historical cases, regardless of case type, go through the Records line rather than the division that originally handled the case, so start there if you are looking for an older file or a certified copy.

What is available online

Minnesota Court Records Online (MCRO) covers most Ramsey County civil, criminal, family, and probate case information statewide, with documents available for most case types filed on or after July 1, 2015. Domestic abuse, harassment, CHIPS, and serious juvenile-delinquency cases are excluded from MCRO and must be reviewed at the Juvenile and Family Justice Center or the relevant division in person. Because Ramsey County splits case types across several buildings, confirm the location before visiting in person.

Which clerk has your record

In Minnesota, the clerk who keeps a file depends on which court heard the case. Check the court name on the case notice, citation, or order, then use the office and coverage details above to identify the record holder. Court names and responsibilities differ by state; a county clerk may not keep court case files. For federal cases, see the PACER guide. The full court structure is on the Minnesota page.
