Kentucky does not have a separate county clerk for court files. In every one of its 120 counties, the elected Circuit Court Clerk is the single custodian of record for both Circuit Court and District Court, including civil, criminal, family, traffic, probate, and small-claims cases. (Kentucky's separately elected County Clerk handles deeds, marriage licenses, elections, and motor vehicle titling — not court case files — so it is the wrong office for a records request even though the names sound alike.)
Kentucky's statewide case-management system is CourtNet 2.0, a subscription service intended mainly for attorneys and the media, plus a free "guest" login through the KYeCourts portal that shows basic docket information (parties, case number, hearing dates, and status) without a subscription. Neither free nor paid access replaces the circuit court clerk: document images and full case histories generally require either a paid CourtNet account or a request to the clerk's office in the county where the case was filed. Appellate filings (Court of Appeals and Supreme Court) are searched separately through C-Track Public Access. For a one-time statewide criminal history check, the Administrative Office of the Courts (AOC) sells a $25 name-based criminal record report covering all 120 counties.
The most common mistake is assuming CourtNet's free guest search is complete. It only shows what has been entered into the statewide case-management system and does not include document images for most case types; anyone who needs an actual filed document, a certified copy, or a case older than the clerk's electronic index should contact the circuit court clerk in the county of filing directly.
How Kentucky courts are organized
Which court heard a case decides who keeps the file. Use this table to pick the right clerk before you search, and see the guides to criminal, civil, family, and probate records for what each court's file contains.
| Court | Handles | Who holds the records |
|---|---|---|
| Supreme Court of Kentucky |
| Clerk of the Supreme Court of Kentucky (appellate records; searchable in C-Track Public Access) Seven justices elected from seven appellate districts to eight-year terms. |
| Court of Appeals |
| Clerk of the Court of Appeals (appellate records; searchable in C-Track Public Access) Fourteen judges (two per appellate district) sit in rotating three-judge panels; almost all Circuit Court appeals must come here before the Supreme Court. |
| Circuit Court |
| Circuit Court Clerk of the county Larger counties (e.g., Jefferson, Fayette) have a Family Court division of Circuit Court; the same clerk's office keeps those records. |
| District Court |
| Circuit Court Clerk of the county (same office keeps both Circuit and District Court records) District Court is limited-jurisdiction, but Kentucky does not use a separate clerk for it — one Circuit Court Clerk's office serves both courts in each county. |

Request records in person or by mail
In person or by mail. The Administrative Office of the Courts does not hold case records itself — "all requests for copies of court case records ... start with the clerk of the court that heard the case or proceeding." That means the Circuit Court Clerk in the county where the case was filed, for both Circuit and District Court files. Use the county directory on the Kentucky Court of Justice website to find the correct clerk's office, address, and phone number, since each of the 120 offices sets its own hours and in-person procedure.
Online. The free KYeCourts guest login shows basic docket information without registration. A paid CourtNet 2.0 subscription (available to attorneys, media approved by the AOC, and other account holders) adds fuller case histories and, for many case types, filed-document images. Neither substitutes for a certified copy from the clerk.
Appellate records. Court of Appeals and Supreme Court case information is searched through C-Track Public Access rather than CourtNet. For paper copies of opinions or briefs, contact the Clerk of the Court of Appeals or the Clerk of the Supreme Court directly.
Older records. Circuit Court Clerks generally keep records for about 15 years before transferring them to the State Records Center in Frankfort (state.records@ky.gov, 502-564-3617); records older than about 35 years move to the Kentucky Department for Libraries and Archives. The clerk's office can provide the file-locator information needed to request a record from either facility.
Statewide criminal history. For a single name-based report covering all 120 counties, use the AOC's $25 criminal record report rather than contacting every county individually.
Fees
| Item | Typical cost |
|---|---|
| Plain copy | $0.25 per page |
| Certified copy | $5.00 per certification (AOC Form-060), plus $0.25 per page for the copies; $0.50 for an attestation |
Statewide rates set by the Administrative Office of the Courts in the Kentucky Circuit Court Clerks' Accounting Manual (Miscellaneous Fees, "Charges for Services": copy of a document $0.25 per page; preparing a certification $5.00 under CR 3.02(2); preparing an attestation $0.50). The same schedule applies in every county's circuit court clerk office. The Commonwealth and parties granted in forma pauperis status are exempt. Confirm the page count with the clerk before mailing payment.

Sealed, expunged, and restricted records
Kentucky court records are generally open to the public, but several categories are removed from public search:
- Expungement. KRS 431.076 lets a person acquitted of a charge, or whose charge was dismissed with prejudice or never indicted, petition the court that heard the case to expunge the arrest and case record. KRS 431.073 provides a separate process to vacate and expunge certain low-level felony convictions once eligibility requirements are met. Once granted, the record is treated as if the event did not occur and will not appear in CourtNet, the AOC criminal record report, or a clerk's index search.
- Juvenile records. Kentucky juvenile court proceedings and records are confidential under the Kentucky Unified Juvenile Code, with narrow statutory exceptions for law enforcement and certain agencies.
- Family and mental-health matters. Some domestic-violence, mental-health commitment, and adoption records are restricted by statute or sealed by court order rather than published in the general index.
- Documents excluded from CourtNet. The AOC excludes certain filings — for example preliminary and final disclosure statements in family cases — from public view in CourtNet 2.0 even when the case itself is otherwise a public record.
Kentucky's Open Records Act (KRS 61.870–61.884) applies to executive-branch agencies, not to the judiciary; access to court case records is governed by the Rules of the Kentucky Supreme Court and by request to the clerk of the court that heard the case, not by an open-records request to the AOC.
To remove your own record from public view, read how to expunge or seal a criminal record.
Frequently asked questions
Are Kentucky court records public?
Yes, with exceptions. Circuit and District Court case records are generally open, but expunged records, most juvenile proceedings, and certain family and mental-health filings are restricted or sealed by statute or court order and will not appear in a public search.
Is there a free way to search Kentucky court records online?
Yes. The KYeCourts guest login lets anyone search basic docket information for free without an account. It shows less detail than a paid CourtNet 2.0 subscription and usually does not include document images, so a full case file often still requires a request to the circuit court clerk.
What is the difference between the Circuit Court Clerk and the County Clerk in Kentucky?
They are two different elected offices. The Circuit Court Clerk keeps Circuit and District Court case records. The County Clerk handles deeds, marriage licenses, voter registration, and vehicle titling, not court cases. Sending a records request to the wrong office is a common delay.
How do I run a statewide criminal history check in Kentucky?
Order the AOC's Criminal Record Report for $25 per name. It searches Circuit and District Court activity in all 120 counties and can be ordered online, by mail, or at the AOC's drive-up window in Frankfort, rather than contacting each county clerk individually.
How do I search a Kentucky Court of Appeals or Supreme Court case?
Use C-Track Public Access, the free appellate case-search tool, rather than CourtNet. It covers both the Court of Appeals and the Supreme Court of Kentucky. For copies of an opinion or brief, contact the relevant clerk of court directly.
How do I get a certified copy of a Kentucky court record?
Contact the Circuit Court Clerk in the county where the case was filed, in person or by mail. Certified copies cost more than plain copies; call ahead to confirm the current per-page and certification fee for that office before sending payment.
