Garland County (Hot Springs, Hot Springs Village) is home to the state's oldest resort city and forms the 18th Judicial Circuit (East) on its own. Circuit court files — civil, criminal, domestic relations, and juvenile cases — are kept by the Garland County Circuit Clerk, Kristie Womble-Hughes, in Room 207 of the Garland County Courthouse at 501 Ouachita Avenue. The Circuit Clerk is also the ex-officio recorder for deeds, mortgages, and liens.

Like several other Arkansas counties, Garland County splits the circuit court's divisions between two clerks: the county's own contact page directs probate division questions to the Garland County Clerk, Sarah Smith, in Room 103 of the same courthouse. Estates and guardianships are County Clerk matters, along with marriage licenses and voter registration.

Misdemeanors, traffic, small claims, and ordinance violations go to Garland County District Court, which sits in the separate Garland County Courts Building at 607 Ouachita Avenue and is administered through the City of Hot Springs. Its records are not part of the circuit clerk's files.

What is available online

Garland County circuit court cases are searchable free through Search ARCourts / CourtConnect (caseinfo.arcourts.gov), which both the Circuit Clerk's page and the county's public-records page link to. Case information and many document images are available for civil, criminal, and domestic relations cases; juvenile cases are confidential. Recorded land records are online through a separate GovOS CountyFusion site. Probate files kept by the County Clerk are not online. District-court cases (misdemeanors, traffic, small claims) are kept by Garland County District Court; its page points to CourtConnect and to the Arkansas Courthouse Kiosk for case and hearing information. The county also runs a NextRequest portal for general public-records requests, but court files are requested from the clerk directly.

Which clerk has your record

In Arkansas, the clerk who keeps a file depends on which court heard the case. Check the court name on the case notice, citation, or order, then use the office and coverage details above to identify the record holder. Court names and responsibilities differ by state; a county clerk may not keep court case files. For federal cases, see the PACER guide. The full court structure is on the Arkansas page.
